It had nothing to do with the first week of the month. Try two weeks after the last mat. It is nice to actually be able to test builds and find the strongest one before the monthly so you don't get build wars'd by some lame overpowered spike one guild discovered that no one else knew about. Anet has had this skill balance ready for 2 months now and its still being delayed. They really should give us a detailed explanation about why it is not being put out and why we have to wait another week for it. Are they adding more stuff and they want to test those new changes before releasing it? Did they find a bug and are trying to fix it? Let us know why we have to wait, then maybe the uproar will be lessened and we'll actually understand them. If they continue to leave us in the dark, then we are obviously going to call them out on it. Sorry that the PvP community doesn't view Anet as their lord and savior like the majority of the PvE community (I say majority because I know a few PvE players who detest anet's updates and handle on this game as well).

Anet told me the skill balance, here it is.
[flourish] changed to 5e, 1/2 cast, 11r, axe attack "if this attack hits, you deal +41 damage and inflict deep wound, if they were below 80% health this skill is recharged instantly and you gain 6 energy"
[weapon of fury] changed to 5e, 3/4 cast, 4r "all party members are given a weapon of fury, they gain 2 energy and 3 adrenaline whenever they hit with an attack"
[assassin's promise] changed to 10e, 1/4 cast, 15r "target foe suffers crippling, deep wound, weakness, bleeding, burning, and dazed for 10 seconds, and attacks 50% slower. this hex is reapplied whenever target foe takes damage"
[zealous vow] 5e, 1/2c, 2r melee attack "if this attack hits, you inflict +25 damage and steal 6 energy. if it misses you steal 10 energy and remove a stance and enchantment"
[feast of corruption] 5e 1/4c 10r "if target foe has a hex, condition, or enchantment, they take 80 damage. all foes near that foe suffer 77 damage as well."
[healer's covenant] 5e 3/4 2r "target ally and all adjacent allies are healed for 240 health. for every ally you heal you gain 2 energy"

This is honestly really dumb. I come back to guild wars and see alot of stupid broken stuff, i know a skill updates comming and then it gets delayed for like a month and a half. The pvp quest update is phenominal in my opinion, but does it honestly take this much time to balance a few skills?
Dont even set dates anymore - just use the word eventually. In fact don't even tell us when there is a skill update to get our hopes up, because not only does it not come when you say - but you usually do something really unintellegent when you make an skill update. I heard some rumors about some certain necro skills getting a rework in this next update - i really hope they don't extend past the rumor stage. After four years of playing guild wars i had to actually post on guru because this is really the first time you have made me angry.
This current metagame makes me angry because it is really hard - if not impossible - to play gvg with certain playstyles (or build variety for that matter) - not that anyone working at ANET could understand this. I've been running around guild wars pugging random gvgs with some old friends just to play until you get some sane skill balance going. The wait has been way too long. It doesn't seem like it should be so difficult to rework a few super blantanly broken skills like PnH, WE, Linger, party heals....honestly...
I mean honestly....if you ever want to know why american AT's are 3 rounds long with like 2 forfiets and a bunch of horrible guilds playing each other with assassin paragon spike this is why. This might be one of the reasons why everyone doesn't play anymore. Maybe, dunno. But I am hoping this will be a good update as i do with every single one. This rant makes me feel like a nerd so im gonna stop.
And whoever says sins should be nerfed more should stop posting in threads about skill updates. Maybe reworked, not nerfed.

I completely Agree with this statement, it really doesn't seem like Anet needs over a month to do minor skill updates, there are only a handful or skills that make higher-end pvp annoying and most players know exactly what to do to change them. I at least hope that the time is being put into GW2.

Right now they are putting a bunch of un-used skills on a dartboard taking turns throwing darts to see what the next super broken buff is going to be.
